The Department of Defence has responsibility for defence policy and its implementation including policy responsibility for the Defence Forces, Civil Defence and National Emergency Planning.
The purpose of this role is to focus primarily on the people element of military defence capability. The aim is to have in place a military and civilian workforce that best delivers Defence outputs in accordance with assigned roles and responsibilities, within an established budgetary framework.
In leading a programme of change under the White Paper on Defence, the successful candidate will contribute to the strategic leadership of the Department and will be a member of the Department’s Management Board and the civil-military Strategic Management Committee. S/he will have a central role in managing the contributory drivers of expenditure arising from HR policy.
The successful candidate will have:
• excellent leadership and management skills with a proven ability to manage and deliver effectively, working with a diverse and multidisciplinary team;
• excellent interpersonal and communication skills with an ability to build effective relationships at senior level within a wide range of stakeholders;
• well honed policy analysis, formulation and development skills from a complex environment and a demonstrated ability to lead the transition from strategy to active delivery of change;
• a track record of experience and achievement in programme management, oversight and stakeholder engagement which demonstrates the capacity to lead the Department’s Defence Capability People functions.
