Public Service Recruiters Network

The Public Appointments Service is delighted to announce the launch of the Public Service Recruiters Network, in collaboration with the Commission for Public Service Appointments (CPSA). The Network was launched in April 2022, and we have received an enthusiastic response to its establishment with over 47 organisations signed up to-date.

The purpose of the Public Service Recruiter Network is to facilitate greater collaboration in recruitment and to maintain the high standards that are in place across the public service. There is a strong focus on the sharing of best practice across the public service, identifying common challenges/opportunities and working together to attract the best people to our organisations.

The network will meet on a quarterly basis and is hosted by the Public Appointments Service, with key contributions from the CPSA. New Capability Framework and Competency Models

Under the Civil Service Renewal Strategy for 2030, the Public Appointments Service were tasked with reviewing and updating the competency models used for recruitment, selection and development of our people. Following extensive research, job analysis and consultation, we developed a Capability Framework that reflects the requirements of an agile, innovative, professional and diverse civil service, and supports us in achieving our strategic objective to build the ‘Workforce of the Future’. An overview of the new Capability Framework for key civil service grades is now available. The Public Appointments Service will implement this for suitable recruitment competitions on a rolling basis, from February 2024. We also welcome our clients/colleagues to utilise this framework for relevant internal competitions, where desired. OWL Programme: Inclusive Employment Guide

The Oireachtas Work Learning (OWL) Programme is an applied learning, development and socialisation programme for adults with an intellectual disability. It is facilitated by the Houses of the Oireachtas Service in collaboration with KARE and WALK (the two sponsor organisations). The Programme aims to provide trainees with the skills, knowledge and ability to gain meaningful paid employment. Six OWL graduates are now employed on a part-time basis in the civil service with four staff in the Oireachtas Service and two staff members within the Public Appointments Service.
