publicjobs is pleased to launch a public consultation to shape our Equality, Diversity and Inclusion Strategy (2027-2030).
This upcoming strategy will succeed our current EDI Strategy which ends in December. Our existing framework is built around three core areas:
- Better Data: Understanding who applies for jobs and what stops them from getting hired.
- Inclusive Recruitment: Making application processes fair, open, and easy for all candidates.
- Leading by Example: Influencing civil and public sector organisations through active participation in networks and cross sector groups.
Key achievements delivered under the current strategy include:
- Inclusive Recruitment: Connecting people with disabilities, career returners, and members of the Traveller and Roma communities with meaningful work placements and lasting careers in the civil service.
- Permanent Pathways: Every Inclusive Route Programme comes with a clear pathway to a permanent role.
- Open doors: Expanded eligibility rules which allow more people from diverse backgrounds to apply for roles advertised by publicjobs.
- Better Data: Upgrading our candidate diversity data to CSO standards so we can see exactly who is applying for our roles.
- Hands-on support: Free career workshops, applicant and interview clinics, and national outreach to promote public sector careers to a diverse candidate pool.
- Leading by Example: Launching our first-ever ED&I Advisory Board to drive real change across the civil and public service, NGO sector, and private industry.
Building on this work, the new strategy will support the mission of our Corporate Strategy - Recruit with Purpose: ‘recruiting a diversity of people for the public service with the talent, character and commitment to deliver for Ireland’. It will also closely reflect the government’s priorities as set out in the Programme for Government and other overarching policy frameworks such as Better Public Services and the Public Sector Duty.
As the gateway to a public service career, publicjobs will continue to prioritise inclusive workplaces and diverse, high-performance teams, recognising that a diverse candidate pool improves public service outcomes. The organisation has received awards for EDI excellence and continues to lead in attracting and retaining diverse talent.

As we begin to develop the new strategy, we want to hear your views on the progress made in improving access to public service careers for marginalised groups. Your response may be informed by your own personal experience, the experience of others which you are familiar with, or by examples you’ve seen in other countries or in other sectors.
The following question may help you formulate your response:
Question: What further steps do you think publicjobs should take, to increase access to employment in the civil and public service amongst underrepresented groups, and to create a more diverse talent pool for the civil and public service?
Further steps may include (non-exhaustive list):
- Providing further supports to candidates as part of our recruitment, assessment and selection process.
- Creating further diverse talent pathways and entry routes to the civil and public service.
- Undertaking further outreach work.
- Using our role as the centralised recruiter for the civil and public service to further influence and drive systemic change around barriers to recruitment and labour market access.
We welcome your comments, ideas and suggestions as to what might be included in the next strategy, and we thank you in advance for your contribution. You are invited to send your submission by email to
