I’ve always been keenly interest in the environment and its protection. When my primary school announced it would be creating a student-led Green Committee, I jumped at the chance - and I’ve been involved in environmental/climate action in one form or another since then.

What attracted me to the Civil Service was that I could pursue my environmental/climate ambitions in a meaningful way whilst providing the security of employment that other such career paths could not offer.

Although I applied to a generalist grade, Ireland’s commitment to a whole-of-Government approach to such issues meant I was confident that I could steer my path within the Service towards an environmental/climate related role, regardless of the department/agency to which I was assigned.

For the past 3 years I have been working in International Climate Policy, helping to enable Ireland to meet its international climate change obligations under the United Nations Framework Convention on Climate Change (UNFCCC); supporting the development and the articulation of Ireland’s International climate policy position; and supporting the pursuit of coherence for climate policy across all relevant policy areas.

It has been great to know that work I’m doing has a positive impact, and I don’t think you could say that about many sectors at the moment.

Prior to joining the Department of Justice and Equality, I completed a degree in Commerce, majoring in Economics, in UCC. Following this, I completed the graduate programme in Employment Law, Industrial Relations and Human Resources in Ibec.

In May 2018, I Joined the Anti-Money Laundering and Counter Terrorist Financing Policy Unit. During this time, I worked on introducing an Anti-Money Laundering compliance regime for the gambling sector, organised outreach to various business cohorts in relation to their obligations (motor dealers, jewellers, private members’ clubs and trust or company service providers), and represented Ireland in Paris at the Financial Action Task Force.

In April 2019, I moved to the Equality Division working on international human rights reporting (Compiling reports to the UN and other human rights bodies on Ireland’s policies) and the National LGBTI+ Inclusion Strategy (a cross-governmental approach to improve the lives of LGBTI+ people in Ireland).

In August 2019, under the Department’s Transformation Process, I started in the Criminal Justice Transparency team working on Parliamentary Questions, correspondence, briefings, speeches and events relating to criminal justice.

Chuaigh mé isteach sa Roinn Airgeadais mar Eacnamaí trí Sheirbhís Eacnamaíoch agus Measúnaithe Rialtas na hÉireann (IGEES) i 2017. Roimhe seo, d’oibrigh mar Anailísí Baincéireachta Infheistíochta le RBC Capital Markets i Londain, ag tabhairt comhairle do chliaint in earnáil na n-institiúidí airgeadais i dtaca le cumaisc agus éadálacha.

Thosaigh mé ag obair le RBC tar éis dom mo chéim le hEacnamaíocht agus Gearmáinis a chríochnú i gColáiste na Tríonóide Baile Átha Cliath. Shocraigh mé go bhfágfainn tionscal an airgeadais do ghairm san earnáil phoiblí, chuaigh mé ag taisteal ar feadh bliana sular chríochnaigh mé Céim Mháistir le hEacnamaíocht san Barcelona Graduate School of Economics. Nuair a thosaigh mé san IGEES, cuireadh mé ag obair i Rannóg na hEacnamaíochta sa Roinn Airgeadais.

Cad a dhéanaimid

Mar chuid de mo ról tá mé freagrach as taighde mhaicreanamaíoch a bhaineann le fiachas san earnáil phríobháideach, monatóireacht a dhéanamh ar bheartas agus ar tionchar eacnamaíochta atá ag Brexit. Rinne mé ionadaíocht ar son na hÉireann ag an Lisbon Methodology (LIME) Working Group den Choiste um Beartas Eacnamaíoch san AE sa Bhruiséil. Tá mo chuid oibre suimiúil agus éagsúil lena n-áirítear páipéar taighde faoi Brexit a fhoilsiú, é a chur i láthair ag cruinnithe agus ag comhdhálacha beartais agus taisteal chuig an Bhruiséil do chruinnithe den AE.

Having studied Politics and International Relations, applying for the Civil Service made a lot of sense. That said, I didn’t think I’d end up doing something half as interesting as working in the Brexit Unit of the Department of Finance.

The Civil Service is smaller than I imagined, so as one of a team of four, and being only five levels away from the minister means you’re very close to where the decisions are being made, and have quite a bit of autonomy when it comes to how you want to carry out your duties. It really is up to you to find out what the public interest is, and how best to achieve that.

Outside of my specific role, the Civil Service provides fantastic opportunities in relation to mobility, promotion opportunities, career breaks, and other benefits.

Rachel Cawley is ainm dom agus thosaigh mé ag obair in Oifig an Ard-Reachtaire Cuntas agus Ciste mar Iniúchóir faoi Oiliúint i mí Bhealtaine 2017. Tá mé ag obair faoi láthair mar Iniúchóir faoi Oiliúint agus ag déanamh mo scrúduithe cuntasaíochta gairmiúla.

Shocraigh mé tús a chur le mo ghairm san Oifig mar gur theastaigh uaim taithí a bhaint amach le hiniúchóireacht. Tá foráil faoin bhunreacht agus reachtúil ar an Oifig tuairisciú faoi chaiteachas an rialtais. D’oir seo go maith dom mar go raibh suim agam i gcuntasacht seirbhíse poiblí agus maoirseacht a chur ar fáil don phobal.

Cad a dhéanaimid

Tá dualgas faoin bhunreacht ar an Oifig tuairisciú don Oireachtas agus don Choiste um Chuntais Phoiblí i dtaca le maoirseacht ar chaiteachas rialtais trí iniúchtaí. Tuairiscímid fosta ar scrúduithe faoin gheilleagar, éifeachtúlacht agus éifeachtacht (Luach ar Airgead) i dtaca le heagraíochtaí Stáit agus ar bhainistíocht airgeadais. Bhí suim ar leith agam sa réimse seo mar go bhfoghlaimeoinn ón taithí ghairmiúil ar leith seo.

Tá trí Rannóg san Oifig - Iniúchadh Airgeadais Fo-Stáit, Iniúchadh Vótaí (Ranna Rialtais) agus Tuairisciú Ar dtús cuireadh mé ag obair i Rannóg Iniúchta Airgeadais na hOifige agus bhí mé mar bhall d’fhoireann a chomhlíon roinnt iniúchtaí ar chuntais ghníomhaireachtaí móra Fo-Stáit agus de chuid ranna Rialtais.

Foghlaim agus Forbairt

Tá mé ag foghlaim roinnt mhaith fosta faoin earnáil phoiblí agus faoi na seirbhísí éagsúla a chuireann an Rialtas ar fáil do mhuintir na hÉireann trí sheirbhísí poiblí agus fiontair phoiblí a úsáid. Chomh maith leis sin tá mé páirteach sa phróiseas eolas a thabhairt don phobal faoi chomh héifeachtach agus atá caiteachas an rialtais.

Tá an chuid is mó de na hiniúchtaí a tugadh dom bunaithe i lár Chathair Bhaile Átha Cliath ach tá deis ann taisteal fosta. Bíonn orm buaileadh le hoifigigh na roinne rud atá dírithe go mór ar dhaoineagus ina bhfuil gá le scileanna maithe anailíse.

San fhoireann seo, tugtar an tacaíocht, an treoir agus an mheantóireacht dom atá riachtanach chun mo scileanna gairmiúla agus teicniúla a fhorbairt a chuidigh liom cúis mhaith a dhéanamh ó chéad lá. Spreagann an Oifig thú scileanna, gairmiúla, boga agus teicniúla a fhorbairt, scileanna gur féidir liom a thabhairt liom agus a bheidh ina gcabhair agam amach anseo. Rinneadh socrú a chuidigh liom pas a fháil i mo scrúduithe go dtí seo. San áireamh sa socrú bhí tacaíocht airgeadais agus saoire le híocaíocht.

Rud ar leith a thaitníonn liom a bheith ag obair anseo is ea fios a bheith agat go bhfuil do thodhchaí faoi do smacht féin. Ní amháin go bhfuil bealaí éagsúla ann maidir le hardú céime a bhaint amach, ach chomh luath agus atá duine cáilithe tá deiseanna eile ar fáil fosta.
